Manage Advantage™ staff are
experienced in all aspects of the United States
Government Capital Planning and Investment Control (CPIC)
process. Our staff has written Exhibit 300 Business
Cases and prepared Exhibit 53 information technology
portfolios. When ranking and scoring Exhibit 300
business cases for information technology investments,
the United States White House Office of Management and
Budget (OMB) has ranked one of the Exhibit 300 business
cases written by our staff as the highest scoring and
best written within an entire civilian agency.
Our Founder and President, Kathleen Allen, has received
2 Certificates of Appreciation, and a Performance Award
from the United State Nuclear Regulatory Commission for
her work on that federal government agency’s Exhibit
300’s, OMB budget submissions, and the CPIC process
improvements.
In addition to her work writing business cases for new
funding for information technology investments, Kathleen
Allen was one of the principle authors and leads for the
project to gain NRC’s acceptance of a new integrated
Information Technology Architecture, CPIC, and System
Development Life Cycle Management (SDLCM) process at the
NRC. Working closely with the CIO’s management team, she
addressed issues and concerns and adapted and modified
the process to obtain the necessary NRC-wide executive
approvals and signatures to have this new process,
called the Project Management Methodology (PMM), adopted
as a new agency Management Directive. The old
Information Technology Architecture and CPIC processes
were retired. See

Kathleen Allen has also supported the CPIC control board
reviews conducted by the Enterprise Architecture Program
Office of the United States Department of Labor (DOL),
under the direction of the Chief Architect of the DOL.
